Premium Duo. You need to live at the same address - wrong, address the same

Country: Serbia

I bought a Premium Duo and give invite link to my partner. After clicking at this link, he gets at his account and write the same address as my. But after this he gets a message: You need to live at the same address (it looks like you're trying to join Duo from a different country). But address as the same as mine. How do we fix this problem?

Update: partner changed the country to Serbia about hour ago, but this didn't help. So he's now without any subscription. The next billing will be at the end of month
Any advices will be helpful

In addition: there was a wrong country in profile, after changing - the same mistake. Does he need awaiting after changing country?

If the country of the account is already changed your partner should be able to join right away. Could you confirm that they've changed their country by following the steps in this article?
