Could you try to restart the affected device to see if that makes any difference for you?
It's also a good idea to check with a different network connection to see if you'll be able to upgrade. If possible, ask a friend or a family member to start a hotspot for you and use that network. If this is not possible - try with another Wi-Fi connection instead.
In case the issue persists, we'd suggest that you try on a different browser or in an incognito window to avoid any issues caused by the saved cache or cookies.
