Quebec's subscription

Hi,

I have a problem. I can't get premium in the province of Quebec. Every offers right now doesn't include residents from Quebec. So everytime I try to get a new plan they refuse it and offers me to get other one but those ones doesn't include resident of Quebec either so i'm stuck in a kind of loop. Someone have a solution for me?
