I was charged twice this month for my subscription, but Spotify does not provide direct customer support.
Who can I talk with about this? Anyone knows?

Thanks for reaching out about this and welcome to the Community.
Spotify charges each Premium plan once per month. You can always check all the payments that have been made on your account on your Receipts page.
However, if you only see one payment a month and you're sure that you've been charged twice a month on your debit card, it's possible that you have 2 accounts and you subscribed accidentally on both. You can check if you have more than one account by following the steps here.
Also, we'd recommend checking with your family or friends if they have used your payment info. If yes, they can cancel or change their payment method.

I looked at the receipt page and it shows only one payment for this mont but on my banking it clearly says that Spotify took money out on the first and then later that same month

My Question or Issue
I was debited twice for the month of July 2024 for my Spotify Premium individual account and the first one wasn’t registered as payment then Spotify debited me the second time and it went, this happened 3 days ago and I haven’t been refunded my money back
I was using the family plan, but then I canceled it and changed to the student plan. My family plan had been charged from my card today, a couple of hours ago. But I changed to the student plan and it was charged from my card today as well. I wanted to know if I can get a refund, because I can't pay both plans.

I can imagine how frustrating it is getting double charged.
You might have two different Spotify accounts. Could you think of any other email addresses or log in methods you could've used to create an account (e.g. Facebook, Apple, phone number)?
You can try logging in with those alternative details and check your plan profile to confirm the subscription.
If you're able to find a separated individual Premium account, here are the steps to cancel Premium plans.
If you're not able to find a secondary account, I'd recommend getting in touch with Customer Support (you can find their contact link here).
