I was charged twice, yesterday R$10,00 and today R$16,90.

But I have the student subscription: R$8,50.

Is it possible to cancel the billings and do it again?

Firstly, sounds like you didn't verify your student identity so it seems the student process went a bit spastic. Anyways, the way to go is to contact Spotify here: https://support.spotify.com/contact-spotify-support/ if you have any problems regarding payment as we can't help you here 😞
