The system is not doing reset of the account and I cannot change country !

My Question or Issue

I am trying to change country so ican replace my payment method to a local credit card.

My current country in the family subscription is Singapore (SG) and while i followed the instructions how to "change country", i am always getting the into the confirmation screen where i see a message that it will take 24 hrs to release the account back to free and after i should be able to change country. 

I am waiting 24 hrs and NOTHING HAPPENED !!!  

It's 6 times I am doing this routine. No change!

 

Please help me to understand what's wrong?

i want to keep my Spotify family account but i just want to change country and replace my CC details. I am no longer live in Singapore and I will close my credit account overthere. so please help me !
