Unable to change payment method from Ireland to Canada

I am trying to change my payment method from my Irish PayPal account to my Canadian credit card. 

I have followed the steps here. After following these steps I get the message:

"Unfortunately we haven't launched in this country yet. You need to use a card issued in a Spotify launched market. "

I have also tried clearing my cashe/cookies as well as trying the process in an Incognito window.

After googleing the error message this seems to be an ongoing issue that other users are experiencing especially when moving from the UK and Ireland to Canada.

Is there any solution to this?
