My Question or Issue
My Spotify app keeps "breaking" my downloaded music.
If a downloaded song is in the queue (manually or automatically) the downloaded song will be skipped and will act like a song that I can't listen to - like one that hasn't came out yet or isn't available in my country. The song is still playable, but does not function normally in the queue.
I've redownload everything twice and made sure everything is up to date.

This sounds like there might be an issue with your cache. If this is the case, it can be fixed with a clean reinstall (which is a bit different than just reinstalling). It's very important that you remove your devices for offline listening before that.
Could you please try it and let us know if it changes anything?
If not, please let us know if this happens only with the last song you've added to the queue.
