My Question or Issue
It won't let me scroll to the left to see my other genres, a few weeks ago i could still scroll to see all of them. I have reinstalled and cleared the cache several times.

The right folks at Spotify are aware of this issue and are working on a fix. We don't have an exact timeframe for this yet, so we'd recommend keeping your app up to date.
As far as we're aware, this issue is present only on Android devices. Some community members have reported that after updating to version 8.7.6 this issue has been resolved for them.

I'm still having this issue - I can use the first few genres but can't scroll left to get to the other ones.
Phone: Samsung S20FE

Genres not scrolling to the sides, some of them hidden from view by inability to scroll left

a work around that "works for me": Go offline , open spotify and listen to some downloaded music. then go back online and then see if it remedies.
my history: I have suffered this bug for long and only recently it got fixed with an app update. thereafter, the above work around has worked for me . I stumbled upon it as i was frequently trying to play spotify when out of "all kinds of internet" zone.
This bug just started happening to me today and stumbling across this post doesn't give me much hope.
I tried your workaround but can't seem to get it work unfortunately.
Just updated to 8.8.10.582 and swiping on the liked songs playlist is still broken.
I am also experiencing the issue of not being able to scroll through genres. I removed all my liked songs and put them into a playlist and started to add them back one by one. I noticed that the scrolling worked for a while and then just completely stops. I also tried my Spotify account on a different mobile device and the scrolling didn't work either. However whenever someone signed into their account on my device the scrolling worked fine for them. Be great to get some update on this issue seeing as the last update was August last year.

Running 8.8.22 and still experiencing this issue.
I had this problem on my Sony Xperia 1 and now that I got the Samsung Galaxy S23 Ultra...it is happening on here too version 8.8.24.307 for the new device. Pretty sure it was the same on the last device.

Yep, I keep testing it every time I see a new update but it's clearly not a problem they care to fix.
