Here's something you can try: open the desktop app or the Web Player, then navigate to the playlist's location in Your Library using Tab and the arrow keys and select it. Once you've selected the playlist, you should be able to remove it with the Del / Backspace keys on your keyboard.
A "selected playlist" looks like this:

Just to confirm, is the playlist you want to remove created by you or someone else? Would you mind sharing a screenshot of how the playlist looks at your end and the link to the playlist? You can follow these steps to share it.
Now, if you haven't, we'd suggest you try what @Yordan mentioned above in both the web player and the app to see if you notice any difference. We'd also recommend you perform a clean reinstall of the Spotify app on your computer. By doing that, the app can be up-to-date, and you can make sure the cache is not leading to this inconvenience. You can see the steps for a clean reinstall here.
Sometimes it takes a little bit of time before a playlist is removed from your library completely. We suggest you log out and log in twice in a row onto your Spotify account. This could sound a little bit odd, but this way the system will force a resync of your account in general.

My Question or Issue
I have two playlists on my library i cant delete. They show a exclamation mark with a circle around it. The only thing i can do with these playlists is pin them to the top. They dont show up when people view my profile but they bother me sitting in my library. Any advice?
Open playlist.
Select three horizontal dots
Make Private (if not already)
Delete Playlist.
Note: If the Playlist is marked Public, the "delete playlist" selection will not come up.
