My Question or Issue
The past month or so new songs I have added to my “Likes” and playlists have not been saving in the playlist. If I search the song in the playlist it does not show or play on shuffle. But when I search the song in the browser area it shows that the song has already been added to my “Likes” or playlist. The song will only play if I search it and play it myself. This issue resolved for about 2wks then has started again. My smart shuffle also appears to have stopped working and only plays back the same songs over and over. I did also sign out and relog back in to see if that fixed it and it did not.

Just to confirm, does this only happen with your Liked Songs playlist? Or have you noticed that songs doesn't not get added to other playlists as well?
Also, does it occur with all devices you use Spotify on, or just on the iPhone you mentioned? For example, are the track(s) you added on your phone not showing up there, but visible in the Web Player or on the desktop app? And can tracks be added on the Web Player, and they're then visible on the mobile app?
Should this only happen on a specific device, it's worth clearing stored cache to see if you notice any difference. Once it's done, make sure to log out/log in from the app again, as this will resync the account info. Alternatively, you can try a clean reinstall (if you haven't already). This will not only clear cache, but also ensure that you're running the latest app version.
On another note, are you seeing the same songs being suggested from Smart Shuffle, or are the songs shuffled from your own playlist being played in the same order? One thing which comes to mind, if it's suggested songs, is to use the X visible in the Now Playing View to mark the songs you'd like to see less of. As you might see songs you often listen to be prioritized and featured more regularly, this should hopefully improve future recommendations.

I am having the same problem. It has saved on liked songs and I think on another list, yet I have to physically pull up on others.

We recommend testing out @Maria's suggestions if you haven't and it'd also be great if you can share the requested info so we can have a better understanding of what's happening and look into it closer.
This does sound like a sync issue, so it'd be really helpful if you can check with a couple of devices and platforms as suggested - a phone, a PC or the Web Player. Try saving a song on one of them and check if the change was made across all of them or not, since this will help determine if the syncing really isn't working properly.

You mentioned you have to type in the names of the songs if using the other playlists and that they aren't in the actual list of songs. Since we're not sure what you mean by this, it'd be really helpful if you can elaborate a bit more so we can be sure we understand the issue and can try to assist you further. Are you using a 3rd party service for this or adding the songs to each playlist manually? A screenshot or a short screen recording of what's happening on your end would be greatly appreciated.
In general, you can tap the green check mark icon of a song to see which of your playlists it has been saved in. You also get quick access to all of your playlists in case you want to add the song to some of your other playlists or to make sure it's been added to all the playlists you want.
When it comes to if it's safe to clear the songs - if your main Liked Songs playlist shows all songs properly, you can use the following method on the desktop app to back them up to a new playlist and delete the old one to make sure you have a copy:
In case you meant removing your downloads, then don't worry - doing so won't remove them from the playlist itself. You'll just have to download them again if you'd like to listen to them in Offline mode.
