So I got my local files in my playlist on my desktop, my phone is connected to the same wifi as my desktop, the files play perfectly fine on my desktop, but when I go to download the playlist on mobile, the entire playlist downloads EXCEPT the local file, which just has a little error symbol (!) where the download symbol should be, so I can't listen to the song on my phone. I've done this over and over again and read and reread all the steps, and I do not know what is going wrong.

I'm having the same problem. Local files from mac worked on iPhone for months until it didn't. Tried clean reinstall of both macOS and iOS Spotify programs, made sure that Local Network is enabled on the iPhone, tried the local hotspot trick:

And it seems Spotify doesn't care about this INSANELY IRRITATING bug.
My local files just decides not to show up in my library. I have the option toggled on; still nothing. I can’t send a video of my whole playlist because I’m using an IOS.

For IOS users especially the ones that don't have the syncing work starting from some point, check the trick is to enable "Show audio files from this device" on the IOS app.
Just in case you don't know how to add the files on your PC locally so that they can be synced to your iPhone, check the Desktop section in the help

For desktop, enable local file and add your songs to a list, then go to your phone and enable Download on your list, and Bang!
I have been using Spotify since 2019, 5 years now. I have 4000 tracks in my local files on my Windows 10 Desktop PC. I am also using the most current up to date version of Spotify as of 1/28/24. Which has seemed to break a **bleep**, playlists are floping tracks around, song arts are incorrect, and Local file tracks will not sync/download from PC to Mobile. Or wont read at all in some occasions.
This is the first time in all of my 5 years using Spotify, that I am finally unable to sync/download my PC local files to my Mobile phone. All of my tracks are MP3, they are all stored in the default W10 Music folder location. On the desktop app, my local files is turned on, and I'm able to play on PC just fine in the Local Files playlist as well as any other, but not on mobile because they just wont download. I am getting this: (!)
My network settings are set to private, like they should, my PC and Mobile device are on the same network.
I have allowed all instances of spotify.exe through the firewall (Private.) I have reinstalled Spotify on PC and on mobile. Nothing has worked. I am still unable to download my local files from PC to Mobile.
