Hi there! Here are some steps that may fix this problem for you.
You should now be able to drag & drop playlists outside of your folders as well as change their order.
There is also an option in your Spotify preferences to return to the previous view. I believe it is labeled as "Compact Mode."

That worked to reorder playlists, but it still won't let me create a new playlist folder. When I go to the "File" menu and select "Create New Playlist Folder" nothing happens. It used to work, and a new untitled folder would appear i the list that I could rename and drag playlists to. But lately, it just doesn't work. Thanks, John
Figured out a workaround anyway. The File menu doesn't work, but when I right click on a playlist, it gives an option to create a new folder. So all good.
