No way to make Local files visible after Windows reinstall

My Question or Issue

ℹ️Initial setup (before reinstalling windows):

- Local Files using "Music Library" toggled but I changed the path of "Music Library" to a location on another drive letter (so C:\Music wouldn't get deleted whenever I would reinstall windows) - worked like a charm

- several playlists with spotify music + local music mixed - Download toggled OFF - intended for PC play only

- one playlist with local music only - Download toggled ON - intended for sync with my phone

⚠️Current issues (after reinstalling windows):

1) local files (as a playlist entry) do not show up if the folder is not "Music Library" - this is not a big issue, as I intend to use "Music Library" anyways, but I thought I would mention it in case people recommend the "other folder" fix

✔️I can make "Local Files" appear if I toggle "Music Library"

2) local files do not show up at all within Local Files (tried all the fixes on the internet + chat gpt)

If anyone knows how to fix the second issue, you're a genius.
