Playlist order is different for everyone

My Question or Issue

I created a public playlist on the Spotify desktop/web version for a friend's event, the tracks put in a specific order for playback. 

But when they view my playlist from their account, it's in a completely different order. In fact, when I view my own playlist on my phone (Samsung/Android) using the app, the order is messed up too!

How do I fix the order of my playlist so that everyone views it in the same order and they can play it back as designed?
