My Question or Issue
I cannot delete a playlist. When trying, it displays an error message. This happens on an iPhone, the web app, and the laptop app.

As this seems to be occurring on both your phone and your PC, as @Joan has mentioned above, could you send us a screenshot of the error you're receiving, so that we can take a look from our end?
Note: A short video recording of the described behaviour would be an even better option if it's possible for you. In case the file is too big for a Community upload, you can use Google Drive/ YouTube/ etc. for a private upload and then send us the link in here.
And, even though this looks account-related at fist glance, it's a good idea to see if logging out of the app on all devices and performing a complete clean reinstall of the app before logging back in would make a difference.
Keep us posted on how things go. We'll be on the lookout.
P.S. If this is the section you're referring to, keep in mind that these are only shortcuts and cannot be manually removed or added. They will update on their own in accordance to your listening habits. If, however, these include stuff you're not actively listening to, see if a third party app may be responsible for this.

Just to check, does the playlist still appear as saved in Your Library? Or does it only appear in other places on the app - for example on the Home screen, in your Recently played, etc?
If the playlist still shows in Your Library, it's worth checking if clearing cache makes any difference. Make sure to log out from the app and back in again twice in a row once it's done, as it should resync your account info.
Keep in mind that your recommendations on the Home screen might temporarily show the deleted playlist, if it's recently been deleted. These suggestions are based on your listening habits and will update automatically with time. Keep listening to your favorite tunes and other playlists, and the deleted one should disappear 🙂

The playlist appears as one of the reccomended ones when you open the app (the 2 by 4 grid). It's been deleted. It does not appear in Your Library, or Recently Deleted. No matter how hard I try to delete, it's still there.

Can you send us a screenshot of the exact error message you get? And to help get a timeframe for this behaviour, when did the playlist first get stuck on the Home Page? And have you been listening to a variety of other content in the meantime?

UPDATE: When deleting from the plalysts that appear at the top, it does not givean option. When deleting from the playist itself, it doesn't do anything.
I do not have an exact timeframe, but I think it started around early September.
I've listenened to one other playlist that I created. (Yes, very creative mind here.)
