If you activated the offline mode by mistake, you can turn it off by following the steps mentioned in this article under the section Switch on Offline Mode.
If the issue persists, since this could also be caused by some damaged cache stored in your device, we'd recommend performing a clean reinstall of the app by following the steps in this article.

I totally feel you. Been frustrating in the past 1 hour and I'm switching my membership to Amazon
(I'm using Windows PC)
Go to settings >> Apps >> Installed Apps
Find the app that says Spotify
Click on the button with the 3 dots (far right of the bar)
Go to Advanced Options
Scroll down to Repair / Reset
I am not sure which one did the trick but I pressed both buttons
It does not delete the app, just signed me out, when I signed in again, it was working normally

Looks like you're using the free version of Spotify. The ability to toggle Offline mode on/off is limited to Premium users at the moment, but you can still download episodes & listen without an internet connection.
If you're having issues with the app saying you're offline, I'd recommend trying out the troubleshooting steps from this article.
