New "Create cover art" nowhere to be found on the app?

I was excited to get a notification about being able to create playlist art on the app itself as I'm a designer and I've often created covers for my playlist. But I've clicked on the three dots on any playlist as instructed, but the feature is nowhere to be found on the drop down menu? My partner took a look at his and couldn't see it either. I know my Spotify app is updated to the latest version so I know that's not the problem. Has anyone else been able to find or use this feature yet?

My Question or Issue

A few months ago, I had the feature to create custom cover art on my Spotify app and created covers for some of my playlists and decided I would do the rest when I had time. Now I have gone back to create them and the option is no longer there? 
Is this something they have now removed or is anyone else in the same boat?

I can't access the new Spotify Cover Art maker and it's been out for almost a year now. I had created a new account and it has that feature but my old account still doesn't have it... So please give me that feature, Thank you.
