[All Platforms][Podcasts] Podcasts no longer syncing between sessions.

All of the sudden, in the last week or so, my podcasts no longer sync between listening sessions.  I will start listening on my phone, and then move into something else.  When I return my progress is lost and the app shows that I haven't listened to that episode.  This will also happen immediately if I change devices (listening on my headphones on mobile -> to desktop speakers on computer).  I've tried uninstalling and re-installing.  Still persists.  I now have to take a screen shot each time I stop listening for fear of losing my place.

Anyone else experiencing this?  Lastest update on iPhones Xs
