App won't even open. When I click on it, it just stays at the Home Screen.

I have re-downloaded the app many times and turned off my phone. I am on a family plan and the other members accounts are working just fine.

Let's make sure you've tried a clean reinstall of the app as described here.

Also make sure to check if this issue persists on a different mobile device with your account and with a different account on your mobile device.

If this fails, we'd need the exact Spotify app version you're running together with the OS version/device model and brand.
