Can't make playlists available offline

Can someone shed a light on why I can't make playlists available offline? I have the premium subscription and no where near 3,333 songs downloaded to my available offline songs... I saw somewhere that that was about the amount you could have on devices.. I only use my phone. Help anyone?!

Hi. What device and operating system are you using and what happens when you try to download a playlist to it - any error messages?

No error messages, just wont download. I have the iPhone 5 and latest operating system

OK, let's just check that we're on the same page. You're following the steps in this FAQ and nothing happens. You don't see the synching indicators?
