Can’t remove a device the has offline downloads even though device is erase

I upgraded my phone from an iPhone 11 to iPhone 16 and didn’t go into Spotify and remove all downloads but instead transferred all phone data and erased. Spotify still counts the erased phone as an offline device so I can’t download music because I’ve reached the user limit
