I can’t rewind, pause, or scroll unless i’m in the app

My Question or Issue

So, whenever i’m playing music, I usually just have it playing in the background. However, whenever I turn lock my phone, none of the controls on the home screen work and when I swipe up to the task manager on the phone, I can’t use those controls either. I can only use the controls from the app itself. Any help is appreciated
