Impossibly Slow/Frozen Playlist Sync

I'm trying to sync a playlist and the device gets stuck 'Syncing 1 out of X'.

I am on a corporate syncronous 100Mbps connection and I have absolutely no speed issues with any other service, desktop or mobile.

I have tried all quality modes and disabled iCloud backup as proposed in another thread.

The only reason I purchased Premium was to have my playlists available offline on mobile. Given that this service is completely unusable, has anybody else suffering this issue been given a refund for their subscription?
