Is spotify listening....local files

I no longer have a computer. I have a tablet running android...kitkat, android phone and I pad.  However, how do I listen to my local music files that I have stored on my tablet? All your solutions talk about a PC playlist. Spotify is beginning to look like old technology. Can you please let me know how I listen to local files and those on the cloud or should I just move to Google play?

You really do need to move your main product away from the PC, yes support the pc but it is old tech in terms of media.
