Is there a way i can suggest to put songs on Spotify?

Unfortunately there is not. This kind of control is up to the artists discression, and most often, is up to the record label. All has to do with the liscenses that Spotify holds with the artist/record label. The reason these are unplayable is likely because their license restricts which markets they are availible in, leading to Spotify showing certain songs as unplayable when you are located in a market that isn't included in the license.
