My Question or Issue
The problem I have is that, when I download offline music on Spotify, it does not play my downloaded music, I have been dealing with this problem for more than 5 days.

Just to make sure, have you followed these specific steps to download and play your offline content?
If so, could you let us know how your downloaded content is displayed? Sending us a screenshot of it would come in handy. You can attach it to your next response by using the Insert image option in the post editor. Make sure not to send any private info.
On another note, we'd like to know if this started happening after a specific event such as an update.
