Local Files Won't Play on iPhone

My Question or Issue

I recently switched from my old iPhone SE to an iPhone 11 about a week ago. On my old iPhone I was able to sync local files from my Desktop to my iPhone without any problem. I can't do that with my new iPhone 11. Whenever I try it says "Song not downloaded". I've downloaded it to my Desktop, set up a hotspot, used my USB cable, I'm on the same network, I've uninstalled and reinstalled Spotify, but none of it seems to work. I've tried every solution that I can think of but nothing is working. I'm out of ideas and would love to get this working again.
