Local Files will not Download to iPhone 6S

Brief description of the issue: I have local files in a playlist that has downloaded to my macbook pro, but not my iphone 6s.

Steps to reproduce the issue/steps tried already:

I made the playlists available offline on both the computer and phone.
I made sure plenty of storage was available (> 25GB).
I turned download speed to the fastest possible on my phone.
I connected both devices to the same wifi bandwidth and tested connection via web browsers to ensure they were both actually connected.
I quit the app and rebooted.

I turned my phone off and back on.
I deleted the app and reinstalled it.

I can download single tracks but not more than one, it doesn't jump to the next track after that. turn the airplane mode on and of while in the spotify app.
