My Folder doesn't show up on my Mobile Device

I'm running a Premium Subscription on an old Apple 4S (iOS 9.3.2).  I have 1 folder containing multiple playlists that is used for mobile download, I move playlists into and out of this playlist to try and stay within the capacity of the 4S.  Everything was fine until about a month ago,  now when off-line with Spotify I only see the playlists that were in the folder,  I cannot see the top level folder.  What I have lost is the ability to select the top level folder and select "Shuffle Play"  ,  I now have to drop into a single playlist.  If I log in to Spotify, I can see the Folder,  I can then select "Shuffle-Play" , then log out of Spotify , and the app will continue to shuffle play all of my playlists.  Did I screw up a setting somewhere?
