My spotify wont sync songs that i have saved of my PC to a playlist

So i have a few songs from my PC's local files that i want to sync onto my phone for when offline but they won't download. The playlist appears on my phone but the songs just wont download onto it. I have made sure that both apps are open at the same time and that they are on the same internet connection but it still wont work

Nvermind fixed my self, i reinstalled the app on both devices

My ipod (latest generation 5?) Will do something similar. All the offline music will be there and suddenly it won't. The "songs" section is empty and the your favorite songs will appear here message comes up. One moment all there, another time no music anymore.

ITunes not running.

Offline when I use it in my car.
