No volume control from PC to iPhone?

I'm running Spotify on a Windows 10 x64 PC. When I try to adjust the volume level on my (iPhone XS iOS12.1.1 running the latest Spotify app) from Spotify on the PC ... I can't?

I can change tracks but the volume bar at the bottom of Spotify on the PC doesn't do anything?

Is this a bug or just how it is?

I can adjust the volume level from the iPhone app so the volume on the PC goes up and down - but not the other way round ..!!
