Differently from everyone I know with Spotify Premium and the same iPhone as I have, in my library, the file with an overview of all the downloads on my device, is missing. 

Has anyone an idea why and how to change it?

This feature is still slowly being rolled out to all users 🙂 Hopefully, you'll get it soon.
