My Question or Issue
Loads of my local files won't download onto my iPhone when syncing even though some do. It's not a matter of file type because it's seemingly random as to whether or not an MP3 file will sync and download, it's driving me a bit mad. Download using cellular is turned on too, so I'm not sure what the issue is.

Thanks for getting in touch!
When 'Downloading' songs, it's advised to not let your mobile phone going into sleep. So try to keep the screen on and stay in the Spotify app until the download is ready.
Be sure to follow the steps from this page as well. And you can always try a quick reinstallation if the issue persists. Read here how.

Yeah that doesn't help, it was already not on sleep.
The problem is some songs download but others never do. I just changed onto an XR and had a 6 and the songs that wont download on the XR always managed to download onto the 6.

In that case it seems to be an issue with the specific device rather than with the app itself.
Will you still be using your iPhone 6, or are you now just using the iPhone XR?

I'm now exclusively using my XR. But why should I have to use a different device just to be able to listen to local files? I pay for a premium service so Spotify should be able to offer a premium service regardless of device. They need to fix it ASAP.

You're right - you shouldn't have to use Spotify on a secondary device, so we'll do our best to help you out 🙂
Could you try the following:
In any case, it would be great if you could send us a screenshot to show us how your local files appear on your mobile, especially the grayed-out ones. Once we have that, we'll be able to look into this further.
