Songs won't play when offline

I've just about had it.  I've tried all the troubleshooting techniques I can find, uninstalled and reinstalled the app more times than I can count, was on an iphone 6, now an iphone  X and again uninstalled and reinstalled and still whenever i'm offlne about half the songs in my downloaded playlist (yes, they all have green arrows) refuse to play.  What was once a terrific service is starting to feel like a buggy piece of garbage.  I have premium family and I am getitng ready to cancel and try something else.  No support, buggy apps, and I am not the only one.   My guess is Apple Music will probably work.
