Spotify local file sync starts and stops over and over

I click on Devices and it tells me to connect my iphone.  I have several playlists set to offline mode.  I open a playlist set to offline that I know has local files on the computer.  I watch the spotify Windows app blink that it is syncing, then stop.  A few seconds later it blinks that it sinking and again stops.  I look at the phone at the top of the playlist that is supposedly syncing and it shows 1 of 134 songs syncing a little status bar, then blinks off.  What is going on here?

This happens to me as well on my iPad. I would love to know why! I just quits on me and I have to keep restarting it. I noticed it happens when the sync is "off" by one or two songs between the iPad and the computer.
