This issue has been raised frequently on this forum.
Somebody suggested to switch off the iPad (with the sleep/wake button) and then switch it on again.
I had the same problem and it worked for me.
The "region"suggestion did not work

Can you try changing your Region Format for us?
iPad Settings > General > International > Region Format. Change to a country not your own, e.g. if you're in the US, change to Sweden; if in Sweden, change to USA.
