Still streaming when offline mode activated

Hey. When I put an album or playlist in offline mode on certain wifis, all songs are apparently downloaded super fast, but when i want to listen to these without wifi or cellular, it doesn't work. Only works when im online. It's really annoying as the tracks are marked green and apparently in offline mode, yet Spotify uses tons of cellular in the background without notifying. I tried erasing the albums in offline mode and then redownload on other wifis, but it seems the original offline files aren't even deleted from my phone and are automatically reactivated without a new download. Basically offline mode doesn't work when not online.

Can you clarify what exactly the problem is? Does offline mode not work at all? You can only listen when offline mode is not turned on?

Have you tried deleting and reinstalling the Spotify iOS app to see if that helps at all?
