Syncing Offline Songs

So I've had this issue in the past, where the songs wouldn't offline sync from my Macbook Pro to my Iphone 7. I tried offline syncing using my College Wifi and I went through any and all options to get it to work but to no avail. Once I went back home to my own Wifi network it worked easily. Is there anything I can do to get my College Wifi to sync songs, or is it a setting set by the school? Also, if that doesnt work can I create a hotspot on my phone and then connect my computer to it, would that allow it to sync the songs to my phone?
