Unable to download playlists!! Please help!!!

Up until the last update I have had no issues syncing playlists.  Now I'm having constent and inconsistent issues.  Some playlists won't sync at all.  Some playlists will sync some tracks but not others.  One thing that does seem to be consistent is that if I turn the available offline button from OFF to ON, it instantly goes back to OFF.  Then if I try and switch it back to ON and stays their but it won't sync the playlist.  I have over 3GB of disk space available and I'm on a wireless connection when I'm syncing.  Additionally the issue seems to be unique to my iphone and does not affect my ipad.  The only difference that I can see between the two devices is that my ipad is running iOS 7.0.2 and my iphone is running iOS 6.1.3.  I've attached a screenshot of what a playlistlooks like when it won't sync.  Hope somebody can help.
