My Question or Issue
There is a note in the data saver setting that says “ video is not streamed when the Spotify app is backgrounded”
what does it mean? I can’t stream videos on podcasts. It’s a new issue. I used to watch videos on the same podcast, but they don’t seem to work now. I even switched off the download audio only and stream audio only. Canvas is turned on. What’s the issue?

"Video is not streamed when the Spotify app is backgrounded" means that if you open another app (move it in the foreground) and Spotify remains in the background, only audio will play but not video 🙂
But also would you mind taking a look if your 'Data Saver' setting enabled by any chance? If it isn't, toggle it on and off to see if that would make a difference.

Nothing seems to work, I’ve tried to toggle the data saver on and off but it still remains the same.

If you haven't already, could you also log out > log back in twice in a row? It does sound a bit strange, but doing so can re-sync your device and account.
If there's no difference, you can even give the app a clean reinstall with the steps here as it can help solve different issues with Spotify's performance. Keep in mind you'll have to re-download your content again afterwards.

I’m actually currently experiencing the same issue with the same podcast haha. Other video podcasts work, call her daddy does not. It unfortunately seems like the video form of the podcast is banned in saudi or something.

To continue investigating this behavior, would you mind checking on a different device (using your own account) to see if it makes any difference? If you don't have another one available, you can borrow one from a friend or family member to test it out.
It would also be great if you could have someone log in with their account on your device - it could be the same friend or a family member, to see if the issue persists. This will help us understand if it could be account-related or not.
