Wont Sync for Offline Use to Iphone 4

I have had spotify premium for the last four months and I have not been able to sync my whole starred playlist to be available offline once in four months. It syncs half the songs, or three quarters of the song but one or two songs always mess up the whole sync. I've deleted those songs and then a new song becomes the problem and one song stops the whole sync from being successful. There's a little orange circle next to the track that wont sync with an exclamation mark in it. Right now it says 414 of 786 songs are synced. Im considering cancelling my membership since it has not worked in four months and I am aware that I have not exceeded the 3,000 plus limit for offline sync. Can anyone provide me with some feedback about how to troubleshoot this problem? Thank you.

You haven't exceeded the 10,000 total downloaded across all devices limitation either?
