[iOS][Your Library] Playlists appear in wrong order when offline on iOS app

When I'm using the iOS app while offline, the app has a helpful feature that shows all downloaded playlists before all non-downloaded playlists in a particular folder. I love that it does this.

However, there's a problem where the downloaded playlists appear in the wrong order. The expected behavior here is that they appear in the same order as they do when online.

I've attached a couple of example screenshots. In my main Playlists list, I'd expect "November Releases" to appear above "Liked from Viva Latino" when offline (right), since that's how they're ordered when online (left).

Similarly, in my 2020 folder, I'd expect "Northwest" to appear 2nd on the right like it is on the left, but instead "33rd bday guerneville" is 2nd.
