some local files play on PC but don't appear on mobile.

-I have local files on my PC.

-They are all .mp3

-The files are in a folder designated as a local files source

-They appear in local files on my PC

-I create playlists with them and click "download" on my PC

-On the PC they appear in the playlists and play

-On my iPhone I access these playlists, but some of the local files do not appear at all.

-If I start playing the local file on spotify on my PC and then switch the device to my iPhone mid-stream it says "song not downloaded"

What gives?
