Hi! I have a question regarding Premium service. If I'm gonna listen to spotify offline on my cellphone, my cellular company not gonna charge me for my internet usage? thank you)

Only if you synced those tracks offline using your mobile data, rather than Wi-Fi. The best way to ensure that Spotify isn't counting towards your data allowance is to pop over to the settings menu and select "Offline Mode".
