Cannot change country

Cannot change country

Hello, I am unable to change my country to the one I am living in currently. I want to change the country to add my son to my family plan which I opened his account in Mexico (unlike mine which was open in Guatemala). I already did all the steps in the website to change my country including changing payment method to a credit card from Mexico but the drop down to change country is still greyed out and it wont change to Mexico. Can you please help me.
