Desktop App not recognizing Premium, certain songs "unavailable"

THIS IS A PROBLEM SOLELY WITH THE DESKTOP APPLICATION (WINDOWS)

So I've had Spotify Premium for a long time, and I've used the desktop app on other computers before-- and never had a problem.
I even use it on my iPhone, still no problems! 
But my work computer's desktop app (Windows 7) has fits of weird behavior-- seemingly at random! 
The weird behavior is: 
- Select songs suddenly become unavailable, with the message that I can only listen to them if they're downloaded. 
- If I go to download a playlist, it tells me to upgrade to Premium for that feature, but the top of the app still says "Spotify Premium", as does the website, and I haven't had a lapse in service for a VERY long time. The download stays locked at trying to initialize, and never actually downloads anything (but the little round arrows stay, as if the songs are queued.) 
Note:
- I only have ONE account-- and it is currently showing as Premium on the website. I've tried updating my payment info as someone had suggested, this did not change anything. Signing in using 
- If I access those same exact songs from any other device, they play just fine. 
- Reinstalling doesn't solve the problem. 
- Clearing cache doesn't solve the problem. 
- Problem seems to resolve itself after a couple of days, at random, but has happened several times at this point, which led to this post!

Does reinstalling Spotify help at all? Just follow these steps:

 

  1. Ensure that the Spotify program is not running. Go to the Windows tray bar (by the clock) and look for the green Spotify icon with black radio waves. If it is in the tray bar, right click it and choose "Exit". 
  2. Next, click Start, then click My Computer. 
  3. A Windows Explorer window will appear. In the "Path" field (to the left of the Search field), type in "%appdata%" (no quotes) and press Enter. Windows will take you to a directory similar to C:\Users\YOUR-USER-NAME\AppData\Roaming. 
  4. Scroll through the list of folders and look for the Spotify folder. Left click the Spotify folder to select it, then right click over top of it and select Delete. This will send the Spotify folder to the Recycle bin. Once it's in the Recycle Bin, it can no longer be executed. You can now permanently delete the Spotify folder. 
  5. To delete Spotify from the Recycle Bin, go to the Recycle Bin on the desktop, right click it, and select Empty Recycle Bin.
  6. Download Spotify.

No, that doesn't help. 
I tried reinstalling, I think the problem is with the program's authentication over my network. 
Reinstalling doesn't work, at all. 

And this is a shame, because I want my high-quality streaming, and I don't believe the web-app (play.spotify.com) gives you that option, even if you have Premium. 

After much strife and internet searching-- I finally found a thread that suggested rolling back to version 1.0.20.101. 
I did so, and this solved the problem. 
So somewhere between that version, and the current-- is the problem! 

Thank you for telling me to reinstall though-- you were technically right, I just needed to install another, less broken version!
