Is there a help  phone number?  I am trying to add a new credit card but it is declining and I don't know why

There is no phone number, no.  The best way to contact Spotify about these issues is to use the contact form, which can be reached by clicking on the "Contact" link on the footer of this page under the "About Us" section.  To quote a post from Sam:

Hopefully that will help you out a bit.  It might also help to contact the issuing bank to see if they have any reason for declining the card.  They may think it is a suspicious transaction or something.
