In my country, Spotify isn`t accesible. To use Spotify, i use a VPN. If I buy Spotify premium, i can use spotify whitout VPN?

I understand. Right now your billing address and Spotify country settings need to match to purchase Premium. If Spotify is unavailable in your country, I’d recommend heading to the link I shared above.
