I'm Spotify premium user and I can't find any offline button in setting.

You should be able to enable offline mode by following these steps from the Spotify mobile app:

1. Swipe left or tap your profile picture.
2. Tap Settings and privacy 
3. Tap Playback.
4. Switch Offline on.

If you still can’t see this option, please let me know the make and model of your device, and we’ll go from there.

Thanks for the reply! Can you try a reinstall of the app following these steps. These steps are more thorough than the simple reinstall and can solve common issues.

Thanks for following up with me. I see that you’re using an Android device. Can you try to turn on Offline Mode by following these steps instead:

1. Swipe left or tap your profile picture.
2. Tap Settings and privacy 
3.  Data-saving and offline
4. Switch Offline on.
